Chinese fiscal decentralization differs from the fiscal federalism in western countries. On the basis of China's highly centralized administration in political systems as well as the performance evaluation mechanism (which use GDP, tax revenue and other economic performance indicators as the core variables), this paper puts forward a hypothesis that China's fiscal decentralization has exacerbated the environmental pollution, which is not conducive to the improvement of environmental quality.
