In recent years, the world has seen increasing outbreaks of national, ethnic and religious conflicts. Owing to these threats to international peace, the number of United Nations peace-keeping operations has increased dramatically. Because of the expansion in both size and mandates, the United Nations'capacity to carry out peace-keeping activities has been overstretched. There is now a need to share responsibilities in collective security with other regional organizations.
