知名的认知心理学家安德森就指出，所有的认知活动基本上都天然地属于问题解决。问题解决的活动是为了达到某一目的而组织起来的，它受目标的指引操作序列，即问题解决的行为或者活动必须包含一系列的心理步骤，只有这样才有资格被称为问题解决认知性操作，学习必须要有认知运算参与即算子的选择，也就是说问题解决是一种有目的的、认知性的内部心理运算序列。
英语语境:
Anderson, a well-known cognitive psychologist, points out that all cognitive activities belong to problem solving basically and naturally. The activities of problem solving are organized to achieve a purpose, which is guided by the purpose to operate the sequence; that is, problem solving behaviors or activities must include a series of psychological steps. Only in this way can they be called problem-solving cognitive operation. Learning must involve cognitive operations, namely the selection of operators.
