When DEA method is employed to evaluate the effectiveness of environment protection projects, there can exist environmental factors simultaneously in input and output data. Since they do not conform to the requirements of the traditional DEA model, these data need to be transformed. This article discussed the "unfriendly" data translation transformation technique, input and output factor transformation technique, reciprocal transformation technique. It established three types of DEA models, and analysed their consistency, thus extending the range of application of former DEA models.
