汉语语境:

狭义上，减灾一般指灾害发生后采取适当措施，减轻灾害造成的损失和不利影响。广义上，减灾不仅包含减小灾害造成的损失和负面影响，而且包括灾前的准备、预防、应急，救援和恢复重建；防灾，顾名思义就是防止灾害的发生，即主要包含“预防”一层含义，在大部分文献中，防灾主要针对自然和人为灾害的防灾策略、防灾工程、防灾规划等。

英语语境:

In narrow sense, disaster reduction refers to taking appropriate measures to mitigate the adverse effects of losses and disasters. In broad sense, disaster reduction includes not only reducing disaster losses and negative effects, but also beforehand preparation, prevention, emergency rescue, recovery and reconstruction.
