英语语境:
Risk decision means that decision makers have clear understanding of the natural state and objective condition of decision targets. Meanwhile, they have rather defined decision goals. But, to realize the decision goals involves some risks. Under the condition that the results to occur in the future may not be clear, decision should be made according to the objective possibilities.
