20世纪70年代中期以后，支撑着欧洲传统福利国家的资本主义经济、社会、政治结构发生了很大变化，工作福利与社会投资论等劳动型社会保障政策和保障基本收入等非劳动型社会保障政策开始实行，传统福利国家走向衰退。西方福利国家对贫困根源的解释，经历了从收入不足到能力不足，再到权力不足，最后到动力不足的过程；而福利国家危机中暴露出来的因动力不足而导致的福利依赖问题，成为工作福利政策形成的最主要原因。
英语语境:
Since the mid-1970s, there has been a fundamental change in economic, social, and political structure, which maintains the traditional welfare capitalism in European countries. In western welfare countries, interpretations of the roots of poverty have turned from lack of income to lack of capability, then to lack of rights, and finally, to lack of motivation. The problem of welfare dependence resulting from lack of motivation revealed during various crises in welfare countries is the major factor for the formulation of workfare policy.
