人才结构是人才在组织系统中的分布与配置组合。人才结构的构成要素包括两个方面：人才结构的“质”与人才结构的“量”。人才结构的“质”综合体现在人才个体与人才群体两方面，其衡量主要从人才个体与群体的健康状况、知识水平、技能水平、道德品质、个人修养等方面考虑。而人才结构的“量”则通过人才在不同层次、不同职业类别、不同社会阶层以及不同产业部门、不同地区、不同城乡之间的分布与构成反映，这种分布与构成直接反映了一定区域或范围内的人才结构是否配置合理。

Personnel structure is the distribution and configuration of the personnel in the organization. The components of personnel structure includes two aspects, the quality and quantity of the personnel structure. The quality of the personnel lies in its individual and the group. its measuring standards are the individuals'and the groups'health, levels of knowledge, skills, moral character, personal accomplishment etc.. The quantity is reflected through the distribution of the personnel in different levels, different professional categories, different social classes, different sectors, different regions, different cities and rural areas, which directly conveys whether the personnel structure is reasonable or not in a certain area or region.
