Weak enterprises amalgamating means that two weak enterprises with their own unique advantages in some aspects amalgamate in order to be stronger. To invigorate state-owned, small and middle-sized enterprises, four basic types of enterprises must be treated respectively. Those that run well should be supported; those that can replenish the big enterprises should be encouraged to merge with the big ones; those that are in difficulties should use the strategy of weak enterprises amalgamating; and those whose capital is not equal to its debts and have no hope to turn loss into gain should be declared bankrupt.
