所谓新闻发言人是指由国家、政党、社会团体任命或指定的专职(比较小的部门为兼职)新闻发布人员。其职位一般是该部门中层以上的负责人。新闻发言人的职责是在一定时间内就某一重大事件或时局的问题，举行新闻发布会，或约见个别记者，发布有关新闻或阐述本部门的观点立场，并代表有关部门回答记者的提问。
英语语境:
The so-called press secretary refers to the full-time (relatively small sectors are part-time jobs) news staff appointed or designated by nation, political parties and social organizations, whose official position is generally the principal above the middle of the department. Spokesman's role is to hold a press conference or to meet with certain reporters and to post relative news or give views of the sector, answering the questions from reporters representing the relevant departments on certain major event or current situation of issue at some time.
