The outbreak of SARS gave a severe challenge to the public health emergency mechanism of our country. In meeting this challenge, our government demonstrated its confidence in and determination of administration according to the law. By issuing and amending administrative regulations, orders and taking a series of measures, our government made great efforts to improve the public health emergency mechanism. By combination of ruling by law and government providing information they succeeded in breaking through the tradition of rule of man and information blocking, embodying the nature of the people's government for the people.
