The late-Qing ministers to foreign countries were in a dilemma during the Boxer Movement. On one hand they insisted on suppressing the Boxers and compromised to the intrusion of the Eight-Power Allied Forces, but on the other hand they also made great efforts to protect the national interests of China. The complexity of the situation also can be reflected by their communications with the Westernization officials including Li Hongzhang, Liu Kunyi and Zhang Zhidong, the Central Government of the Qing and foreign governments.
