As a significant local statute of ethnical groups, “The Rules and Regulations of Southern Xinjiang” was the main legal grounds on the basis of which the Qing government dealt with ethnical affairs of the southern Xinjiang. The compilation and emendation of “The Rules and Regulations of Southern Xinjiang” not only reflected the fact that the Qing government kept deepening its administration of Xinjiang, but also fully displayed the Qing ruling thoughts of “ruling according to local customs”. But since it did not challenge the status of the Burke system in southern Xinjiang and the ruling institution of the Qing government, it was a mere palliative.
