Meanwhile there were some students from both China and Japan who were learning shipbuilding technologies in France together. In view of the facts above, the Ministry of Foreign Affairs in the Qing Dynasty stated in 1896 that most Japanese Ministers at that time and the first batch of students who were sent abroad from the Naval College in Fuzhou "were classmates". Chen Baochen announced in 1921 that Yan Fu "had Japanese classmates".

In 1885-1890, Zhang Yinhuan was appointed as a minister successively to America, Peru and Spain. After his return, he served in the Premier’s Office of Foreign Affairs. The Emperor Guangxu often summoned Zhang and listened to his report of the Western political affairs and customs. In 1895, Li Hongzhang stepped down and Zhang was appointed as a minister in the Premier’s Office, participating in important internal and foreign affairs. In the period of the Reform Movement, he had a close relationship with Kang Youwei, leading him to various important occasions, and recommending him to the such high courtly officials as Weng Tonghe. Later on, Kang was introduced to the Emperor and became a leader of the Reform.
