With the rapid development of Chinese government purchase system, the protection of suppliers'rights and interests has aroused increasingly wider concern. In the government purchase, supplier is a principal part, who also constitutes the competitor of the purchasing contract. Whether the grant of the purchasing contract is impartial, whether the contracting procedure is legal, and whether the condition of the contract is fair are all directly related to the core interests of suppliers. For this reason, how to provide effective protection for the suppliers whose rights are damaged in the government purchase process, is a significant research subject at present in order to improve our government purchase system.
