英语语境:
The business goal is a determinant factor of enterprise behavior. Chinese state-owned enterprises (SOEs) tend to have multiple goals including profit maximization and other non-profit oriented ones, which can explain their working inefficiency. The formation of SOE's multiple goals results from multiple goals of their investor, namely, the government. In order to singularize SOE's goals, it is necessary to change the investor system of national assets, establishing a national assets management agency that is independent from the government, and takes value maintenance and appreciation of national assets as its sole duty.
