Relevant academic researches have suggested that there is a significant unemployment hysteresis in China. Therefore, the external shocks such as business-cycle fluctuations will have permanent effects on the unemployment rate, and to a large extent cause the high and rising unemployment rate. It is necessary for the government to implement macro-control policies to solve the unemployment problems under the circumstances.
