2003年的固定资产投资膨胀主要是地方政府主导的过热。一方面地方政府的投资明显增加；另一方面不择手段地招商引资，积极支持地方企业加快发展。地方政府热衷争投资、上项目的原因首先是政绩观的导向；其次是现行政治经济体制导致政府职能错位，行使职能缺乏监督。同时，执法不严，违法不究的现象比较普遍。理顺中央和地方关系，从长期看必须牢固树立新的发展观，解决GDP崇拜问题；中期任务是深化改革，建立日益完善的市场经济机制和体制；近期则必须加强监督，加大中央的管理力度。

The fast expansion of fixed assets investment in 2003 was mainly due to the overheating investment lead by local governments. On one side, investment by local governments themselves obviously increased, on the other side, they were by all means attracting foreign capital and actively support local enterprise to develop. The primary reason driving local governments to compete for capital and projects is that the local officials are evaluated by their achievements in local economic development.
