Per capita national product exceeded $1000 in 1978, up to $1895 in 1976. Under the background of the boom and high-speed growth of economy, the Taiwan authorities formulated the "Economic Development Ten Year Plan" of the 1980s, and proposed "the development of foreign trade in order to promote the sustained and stable growth of the economy".
