1979年以来，中央财政利用外债大致经历了三个发展阶段：1984年以前对外借款处于起步阶段，除了1981年国外借款较上年增加百分之69。91外，其余年份对外借债规模均较小。1985年至1988年是我国政府对外借款的高速增长时期，外债余额平均增加80多亿美元，增幅超过同期国民生产总值增幅18个百分点；“八五”时期，我国对外借款平均每年增加100多亿美元，年增长速度为百分之15。2，与前两个时期相比，增幅大幅度回落。

Since 1979, the government financial use of foreign debt has mainly experienced three development stages. Before 1984, foreign debt is at an early stage with a relatively small scale, except the year on year increase of 69.91 percent in 1981. From 1985 to 1988, the foreign debt went through rapid development. The balance of foreign debt increased over 8 billion dollars in average, with an 18 percent increase over the GDP growth in the same period. From 1991 to 1995, the foreign debt increased over 10 billion dollars every year on average. The annual increase rate was 15.2 percent, which compared to the former two stages, decreased sharply.
