Along with the emerging of the marine century tide in the world, “promoting marine development” has been an important strategy about economic and social development in our country, which needs to be advanced regionally according to practical conditions. The “National Design for Ocean Economy Development Plan” carves up 11 marine economic zones, of which Liaotung Peninsula is of the primacy and endowed with the model effect and leading responsibility. Dalian, as a core city, has the same effect and responsibility to Liaotung Peninsula.
