All kinds of technical committees play an important role in the democratic decision-making process of American local governments. The highest decision-making body of American local governments is the city council(or county board). However, most of the council members are just residents who have no knowledge necessary to manage local government businesses. In this occasion, the technical committees consisting of volunteer residents not only provide technological consultation for local government councils, but also serve as a balance of interests between the residents and the governments.
