苏联解体后，日美同盟共同遏制的对象消失了，经贸摩擦的加剧使同盟处于一种“漂流”状态。 90年代中期，美国经济恢复了景气，日本“泡沫经济”破灭，中国经济迅速崛起。在新的历史条件下，日美两国从自身的对外战略利益出发，决定强化安全同盟。1996年发表的《日美安全保障联合宣言》和1997年出台的新《日美防卫合作指导方针》以及1999年日本国会通过的有关新指针的三个相关法案，使得日美同盟体制从此发生质变，日美强化安全同盟的跨世纪工程在历时三年后最终完成。

With the disintegration of USSR, the opponent of the U. S.-Japan Alliance no longer existed. Whereas the economic trade conflicts between the U. S. and Japan were intenser, making their alliance in a state of uncertainty. In the mid of 1990s, American economy begun to rise, Japanese bubble-like economy begun to dive, and Chinese economy sprung up. In this new condition, the U. S. and Japan, based on their foreign strategic interests, decided to consolidate their security alliance. The system of their alliance was defined again by “The Joint Declaration of Security Guarantee" in 1996, “The Guiding Policy for the U. S. -Japan Defensive Cooperation" in 1997, and the three bills relevant to the new guiding policy passed by the Japanese Parliament in 1999. After three years this trans-century project was finally completed.
