It was forbidden to extort merchants from other areas and infringe other's trademark rights. The peasants who had lost their land were reallocated. Some issues of public affairs were properly handled and the governments also helped to alleviate the contradiction between employers and employees. These measures brought about some good results and provided necessary guarantees for economic prosperity in the Yangtze river regions. In the past there was a tendency among researchers to fix their attention on the merchants'efforts of avoiding commercial risks and establishing commercial orders. However, what the local governments in the Qing dynasty did was crucial as they could put these measures into effect by political force.
