汉语语境:

住宅消费的主要对象是占人口多数的中低收入阶层。我国目前商品房市场疲软是由商品房供求失调引起的。普遍适用商品房供给不足，中低收入阶层对大量滞销的高档住宅只能“望楼兴叹”。而商品房供给结构不当主要是由于土地供给失误造成的。因此，应通过改革土地供给制度，合理配置城市土地供给，来促进普通商品房的开发。

英语语境:

Housing consumption aims at low and medium level income earners who occupy quite a large percentage in Chinese population. The limp nature of the current marketable housing market is resulted from the maladjustment of supply and demand: supply of average marketable houses is inadequate while high-grade houses that are unmarketable in large numbers can not be afforded by low and medium level income earners. The root cause of marketable houses'improper supply structure is the failure of land supply. Therefore, the land supply system should be reformed so as to make better use of urban land resources and promote the development of marketable housing.
