The Dong Ting Lake Area is a very important base of grain and cotton for commercial purpose in China. During the 20 years of reform and opening to the outside world, small towns at this area have made great achievements, yet there still exist some defects, such as the incompatible layout of towns and cities, backward infrastructure, and weak functions of regional economy. Therefore, we should pay special attention to the strategic position and advantageous natural conditions of the area, and take the following measures for further development: reducing the number of villages and merging towns on a reasonable schedule, in order to build up some small towns at the center of different regions; harnessing environmental pollution, and developing the towns with the features of lake; based on the central small towns, establishing a mode of multi-dimensional economic development focusing on agriculture; setting up a brand-new organization form of modern economy; establishing a new relation between the lake economy and the market; making full use of the natural resources of the lake and developing the tourist market.
