基于可变成本函数与外部性因素分析框架，采用中国各省工业企业面板数据，通过空间计量和似无关回归（SUR）实证分析中国基础设施空间溢出的成本效应及其行业溢出。研究发现：基础设施空间溢出对制造业产生的成本效应大于本地基础设施的成本效应，且东部成本弹性高于中西部；基础设施地区分布不平衡导致其网络效应降低，存在产业竞争地区的基础设施空间溢出和市场稠密溢出导致本地制造业边际成本提高和要素投入减少。
英语语境:
Base on the frame of variable cost and external factors analysis, we employed cross-province panel data in manufacturing sector of China, in order to study the cost effects of infrastructure cross-regional spillovers and industrial spillovers through Seemingly Unrelated Regressions (SUR) methods. We find that: the cost effects of infrastructure spatial-spillovers are greater than that of local infrastructure; the cost elasticity in the east is greater than that in the central and west; and regional imbalances of infrastructure reduce the network effects. Spatial spillovers from industry competitive regions and thick-markets spillovers result in increased marginal costs and decreased factor inputs for local manufacture industries.
