Economic growth is merely an increase in the amount of savings, instead of the increase in the growth rate of savings. Also, the increase of saving could result in the eastern and western region's economic growth to some extent, but it doesn't affect the central region's economic growth. Therefore, some actions which drive the economic growth have to be taken in order to increase the savings, but optimum reserves must be considered in case excessive reserves brings negative effects on the economy.
