建立公共财政要求税收成为政府收入的主渠道，要求税收制度要便利，同时也要求税收保持中性原则以促进经营者进行公平竞争。但我国现行税制与建设公共财政的需要之间还有很大的差距。具体改革思路包括：增加税种，适当提高税率；减少税收支出，保持税收中性；简化税制，减少征收费用。
英语语境:
Establishing the public finance requires taxation to be the main source of the government revenue. It requires convenience of taxation system. Meanwhile, it requires taxation to keep the neutral principles in order to improve the fair competition between the traders. But there is a great gap between our current taxation system and the requirement of the public finance. Therefore, some reforms should be made: addding tax categories, improving tax rate, reducing tax expenditure, keeping the neutrality of taxation, simplifying tax system and reduce related levy.
