By applying the stochastic frontier production function and panel data, we can analyze the character of growth efficiency in China's service industry from 1992 to 2002. The result indicates that the development of service industry failed to exploit the potencial of existing resource and technology, resulting in low efficiency of technology. In addition, service industry was driven mainly by input during that period. Therefore, contribution of total factor productivity were very low. Based on the analysis, we put forward policies to improve the competence of service industry.
