英语语境:
The pension reform of urban workers between the late 1980s and early 21th century has its specific historical, economical and systematic background and appropriateness. However, the delayed pension reform in government institution causes the inequality of pension system between enterprises and government institutions. It violates laborer's equality of pension rights required by constitution. The unification of pension systems of the enterprises, the public institutions and the government units is the due practice of China's equal pension system for laborers. It also offers legal protection to guarantee the equality of pension right for each laborer.
