任何时代的国家，都有两个基本目标：一是维护统治集团的地位，并使其垄断租金最大化；二是降低交易费用，并使社会总产量最大化。正因为第二个目标，政府有时要推动一些社会政治、经济结构的变革，晚清政府也不例外。然而，这两个目标是相互矛盾的。

There are two primary objects to any country of any time: the first is to maintain the status of the ruling blocs and to maximize their monopoly rents; the second is to reduce the dealing expenses and to maximize the total product of society. As a result of the latter, governments sometimes originate some reforms of the social political and economic structures, so did the government of late Qing dynasty. However, these two objects are in contradiction.
