汉语语境:
“国务委员”，在中国和外国，其性质和职责并不一样。外国的“国务委员”，一般是国家最高权力机关(即立法机关)成员。我国设立的国务委员，是国务院的成员。他们不称为部长，相当于一些国家的“不管部长”、“不管部阁员”或国务大臣。
英语语境:
The quality and responsibility of the "state councilor" in China is different from that in other countries. The "state councilor" in other countries is the member of institution of the highest authority( i.e. legislation institution). The "state councilor" in our country is the member of the State Council. They are not called the minister. Instead, their position is similar to the "minister without portfolio" in other countries.
