On 21th May, 1951, regarding "The Instructions on Clean up", "the middle class", and "the inner class" problems issued by the CPC central government as the sign, the movement of cleaning up the middle and inner class movement officially started nationwide. The movement was an important part of suppressing counter-revolutionary movement in the early stage of new China and its launch was the result of a series of factors interacted. The movement regarded personnel who were retained after liberation in the key and head departments and the new intellectuals newly enrolled as the main targets and were generally divided into three phases in order to remove all the hidden counter-revolutionaries.
