It has been more than thirty years since the policy of reform and opening up were introduced, and China's GDP, which has increased from364.5billion yuan (about 216.4billion U.S. dollars) in1978to51.9322trillion yuan (about 8.3trillion U.S. dollars) in2012, has always maintained rapid growth. The total economy enhances China's comprehensive strength, but a lot of problems are exposed in the process of GDP accumulation, such as irrational industrial structure, urban-rural income gap and high real estate prices. Faced with the complex and severe economy circumstance, the traditional macro-control policies do not perform very effectively. So, as a new control policy, land policy begins to come into public view.
