我国作为一个传统的人口大国，人口问题已经成为抑制我国经济社会发展的主要瓶颈之一，而我国农村人口占全国人口总量的70%左右，农村计划生育政策的实施对于我国实现控制人口数量的目标有着举足轻重的作用，从上世纪70年代实行计划生育以来，农村的人口数量得到了有效控制，人口素质也进一步得到提高，但是由于农村居民的传统生育理念根深蒂固使得农村计划生育政策的实施难度不断增加。
英语语境:
China is a country with a large population which has become one of the bottlenecks in economic and social development. As rural population accounts for 70 percent of the total, the implementation of family planning policy in rural areas plays an important role in controlling population. Since 1970s when the policy was first implemented, rural population has been effectively controlled and quality of the population been improved. However, because traditional fertility ideas are so entrenched in rural areas that the implementation of the policy is getting increasingly difficult.
