In general, the land reform in China was carried out in a way of violent deprivation, namely, “fighting local despots and redistributing the land”. Before the establishment of PRC in 1949, the CPC Central Committee tried to adopt a peaceful policy of redemption and put it into practice in some base areas. Due to various reasons, success was achieved only in the Shanxi-Gansu-Ningxia Border Region and little achievements was recorded in other base areas.
