英语语境:

Many people think that my previous article aims to promote anti-corruption through moral education and oppose anti-corruption through institutional development. This is a complete misunderstanding. In that article, I only intended to argue that we would better explore the institution-based road rather than simply talk about it and research the basis of system rather than just value it. People tend to ignore the cultural “soil“ that the system must rely on and place anti-corruption completely on the system, without thinking about how the system is established in Chinese culture. In Chinese culture, the system has invariably been established and abolished for personnel reasons. Only by integrating people's mind, changing traditions and customs, and selecting the virtuous and appointing the able can system be firmly established in Chinese culture.
