我国正处于经济发展的关键时期，然而国内资源税制度在节约和保护资源中发挥作用甚微，以致我国资源浪费现象严重，资源利用率不高，部分资源对外依存度高，国际资源价格的节节攀升，国家经济遭受重大损失。从当前的资源税制度分析，资源税的征收范围即保护资源的范围过窄；较低的资源税率也难以发挥出资源税在调节配置资源、促进节约利用的功能。

China is in the crucial period of economic development, but our resources tax system has contributed little in saving and protecting resources. It has led to the badly waste of resources and the utilization rate is very low. The external dependence of some resources are so high that China has suffered great losses when the prices in international market soar up. Analyzed from the system of our resources tax, the range of levy of resources tax is narrow, which means the range of resources being protected is also narrow. To be worse, It is difficult to allocate the resources nor to promote economically use of resources with low resources tax.
