The prevailing practice of courts in handling cases largely resembles that of public administration which means endless process of reports and asking for instructions from the superior, discussion and study, examination and approval. This practice of handling cases has in fact resulted in a separation of review and judgment powers. This has not only prolonged the proceeding term artificially, but also blurred the delimitation of responsibility. Once a misjudged case occurs, either it is left unsettled since the law does not punish numerous offenders, or the investigator who directly handled the case have to take the blame for others.
