英语语境:
The principle of equality is the concretion of constitution equality principle by civil servant law. It requires not only the equal opportunity in employment process, but also application of same criteria in other aspects of civil servants including punishment. It does not allow discrimination or conferring rights to a certain civil servant according to his "minority, ethnicity, family background, religion, gender or educational status".
