航运发展使船舶活动量增长，船舶污染海域危险性加大。文中从主管机关一一港务监督角度，分析防止船舶污染海域国际公约和油污损害赔偿机制，阐述国内法及油污赔偿方面规定，明确港务监督行政执法依据和法律责任，结合笔者工作实践，定量分析我国船舶技术状况，提出我国船舶防污染法律问题，从我国实际出发，对建立我国油污损害赔偿机制提出设想，对完善国内法体系，加强主管，港务监督自身如何发展，实行船舶油污水无偿接收制等方面进行探讨性研究。

英语语境:

Rapid development of marine transportation results in frequent vessel movements, thus, the possibility of ship's pollution to the sea increases. From the aspect of competent authority-the Harbor Superintendency Administration (HSA), this paper analyzes the international convention of preventing pollution of vessels and oil pollution compensation system, describes oil pollution compensation system and law of China, and clarifies the liability and foundation which HSA enforce law with. Through analyzing the technical condition of vessels and in combination with the author's working practice, on the basis of our country's reality, the present article puts forward the law issue of ship's preventing pollution in China, offers its advice on oil pollution compensation system. And it also make some inquiring research on internal law system, cooperation of the authorized party, self-growing trend of HSA and free acceptation of ship's oil bilge water system.
