For an entity that grants allowances and subsidies in violation of regulations, its leaders in charge and directly responsible individuals as well as individuals that grant allowances and subsidies in violation of regulations shall bear disciplinary liabilities. The following personnel shall be legally punished by the appointment and removal organs or supervisory authorities according to administration powers: (1) Civil servants of administrative organs. (2) Personnel from a public institution with public affairs management duties as authorized by any law or regulation that are administrated upon approval in accordance with the Civil Servant Law of the People's Republic of China. If there is any different provision on disciplinary actions for the granting of allowances and subsidies in violations of regulations in any law or administrative regulation, such provision shall prevail.
