为深入贯彻落实党的十八届三中全会、四中全会精神，持续推进依法治税和“便民办税春风行动”，根据《国家税务总局关于推行税收执法权力清单制度的指导意见》（税总发〔2014〕162号）和《国家税务总局关于印发〈推行税务行政处罚权力清单制度工作方案〉的通知》（税总函〔2014〕652号）要求，税务总局对法律、行政法规和部门规章设定的税务行政处罚权力事项进行了梳理和确认，现将《第一批税务行政处罚权力清单》予以发布。

To thoroughly implement the spirit of the Third and the Fourth Plenary Sessions of the 18th CPC Central Committee, and continuously promote law-based tax administration and the “Spring Breeze Action to Facilitate Citizens'Handling of Tax Matters”, in accordance with the requirements of the Guiding Opinions of the State Administration of Taxation on Promoting the Tax Law Enforcement Power List System (No. 162 [2014], SAT) and the Notice of the State Administration of Taxation on Issuing the Work Plan of Promoting Tax administrative penalty Power List System (No. 652 [2014], SAT), the State Administration of Taxation (“SAT”) has further sorted out and confirmed the tax administrative penalty powers prescribed in laws, administrative laws and regulations, and departmental rules and hereby issue the First Group of Tax administrative penalty Powers.
