区别于法理学从微观抽象视角研究法律冲突，鉴于行政法视野中法律冲突现象的普遍性和复杂性，行政法律规范冲突已经占据了我国法律冲突的绝大多数，极具代表性和典型性，故本文旨在通过对行政法律规范冲突的实证分析得以令我国国内法律冲突之类型“一览无余”。

Conflict of administrative laws and regulations is representative and typical and occupies an absolute majority of law conflict in China for its complexity and universality. Therefore, unlike the microscopic and abstract jurisprudential point of view, thisarticle aims at analyzing conflict classification of administrative laws empirically in a panoramic view.
