英语语境:
At present, there are many interpretations of the concept of special administrative act, so it s necessary to rename the functional concept as the access to administrative litigation. However, by using German concept of verwaltunsakt for reference, “special administrative act” can be called as “administrative transact decision” or “administrative transact act” to improve the administrative litigation of China.
