The Supreme Court has changed its attitude towards the validity of facto force from obedience to relatively disavowal. The reason lies in the aim of trial efficiency, the proper resolution of the intellectual property rights conflicts, and also the doubt on the power of the administrative organ to decide the civil rights. This change has strongly challenged the facto force principle of the administrative act which we have to treat and review seriously.
