英语语境:
In 1799 (the fourth month of the French Republic in the French Republican Calendar), France enacted its first law on the organization of administrative courts——organic regulations of council of state. 200 yeas later, France issued Administrative Litigation Code, which marked the end of a situation where laws and regulations related to administrative legislation are not integrated with each other. Codifying a Legal branch's functioning into law contributes not only to the consistency, unity and structural integrity within the branch itself, but facilitates substantial compliance with and execution of laws.
