2001年《婚姻法》规定“患有医学上认为不应当结婚的疾病”的人禁止结婚。严重的精神疾病患者，处于精神错乱状态，缺乏婚姻行为能力，缺少结婚的合意。婚姻行为能力，以有婚姻意识能力为已足。严重的精神病人发病期间，缺乏行为能力，尤其是婚姻行为能力，对结婚一事无法做出合理的判断，无表达结婚意思的能力，《婚姻法》将其纳入禁止结婚的范围完全合理。

英语语境:

As is provided in the ordinance of the 2001 Law of Marriage, any person who suffers from diseases that are diagnosed as inappropriate for marriage medically should be banned from getting married. A person who has serious mental diseases is delirious and lacks capacity of marital conduct or mind of marriage. The basis of the capacity of marital conduct is the capacity of marital will. A serious mental patient lacks the capacity of disposition, especially capacity of marital conduct during the attack, so he or she cannot make rational judgements on marriage; neither do they have the capacity of expressing the will of getting married. Thus, it is reasonable for the Law of Marriage to forbid the aforementioned people from marriage.
