强化内地与港澳台之间的区际刑事司法协助是遏制跨境犯罪的必要手段。产生于特殊历史时期，由基本法作出原则规定，没有上位法调整是该制度的重要特征。协助应在”一国两制”、相互尊重、以程序为主、效率优先等原则的指导下进行。针对缺乏法律调整和法制化运行机制的现状，亟需各法域在平等协商的基础上，采取先易后难、由个别到一般的方略，来逐步建立完善的规范体系。

It is necessary to enforce the regional criminal judicial assisfance among mainland China, Hong kong, Macao and Taiwan for the purpose of containing trans-border crimes. The assistance would be carried out under the priciples of one country with two systems, mutual respect, etc. In absence of regulation and legal operation, it is urgent for the foregoing law areas, on the basis of equal discussion, to adopt the tactic of from simple to difficult, from special to general to gradually set up rules system.
